Ex-top NASA official guilty of ethics violations

WASHINGTON A former top NASA official was found guilty Thursday of breaking ethics laws by helping a consulting client get nearly $10 million of the space agency's funds.

A jury found Courtney Stadd, of Bethesda, Md., illegally benefited a private client while on the agency's payroll and lied to ethics officials. He faces up to 15 years in prison at sentencing, scheduled for Nov. 6.

Stadd was NASA's chief of staff and White House liaison from 2001-2003, when he left to start a consulting business Capital Solutions that specialized in advising aerospace clients. But he came back for two months in 2005 as the interim No. 3 official at the request of President George W. Bush's newly installed administrator, Mike Griffin, who wanted to reorganize the agency that was still reeling over the Columbia space shuttle disaster.

During that time, he steered $12 million in agency funds for earth science research to the state of Mississippi. One of his clients, Mississippi State University, ended up with $9.6 million.

The case involved a common practice in Washington, where high-ranking officials move in and out of government and work in the private sector. And it also shed light on the funding relationship between Congress and federal agencies and the pressure that can be applied behind closed doors.

At the end of a four-day trial Thursday, prosecutor Matthew Solomon summed up his case to the jury by saying Stadd "owed the public and taxpayers his undivided loyalty, but he betrayed that loyalty to line his and his client's pockets."

Stadd didn't testify, but his attorney argued he was following Griffin's orders on where to send the grant money. But prosecutors argued that shouldn't matter since Stadd signed an ethics agreement that said he wouldn't participate in matters involving organizations in which he had a financial interest.

Stadd stood stoically as the jury read the verdict, reached after less than two hours of deliberations, and did not talk to reporters afterward. His attorney, Mark Rollins, only said they were disappointed and would appeal.

The case involved $15 million that Sen. Thad Cochran, R-Miss., pushed through Congress for earth science research.

Griffin, now a professor at the University of Alabama, testified that he considered Cochran the most important senator because he was then head of the appropriations committee. He said when he went to Cochran's office ahead of his Senate confirmation hearing, the chief of staff "let me know in no uncertain terms that the senator was unhappy that his earmark wasn't being honored."

Griffin said he promised to get it taken care of and asked NASA staff to do so, although he didn't remember whether he ever spoke specifically to Stadd about it. He said he considered the earmark, equal to less than a tenth of 1 percent of his budget, an annoyance in the way of more important issues like returning the space shuttle to flight and implementing Bush's space agenda.

When Mary Cleave, acting director of NASA's Earth-Sun System Division and a former astronaut, decided to conduct a nationwide search for bids for the earth science earmark, officials at Mississippi State were upset that they may not get the funds, according to e-mails introduced as evidence. Stadd's contact at the university e-mailed him asking if he could "provide some prodding" from inside the agency.

Cleave testified that Stadd summoned her to his office and told her only $3 million should be put out for nationwide bids. The remaining $12 million, he told Cleave, should go to Mississippi because of an agreement between the state's congressional delegation.

Afterward, Stadd tried to get the university to raise his fee from $7,000 a month to $10,000 a month, citing his help with the funding.

NASA spokesman Michael Cabbage said the agency does not comment on ongoing criminal proceedings.

UFO disclosure: Are we really ready?

Two weeks ago I broke a story in English on a UFO event that occurred in China during the recent solar eclipse (see timeline below).
That story had all the ingredients of a major UFO event: Multiple witnesses, 9 of whom captured images in the form of film and photos (still images and film below). The object that was seen is said to have morphed it's shape and this can even be observed in the footage. Much of this footage is remarkable if not astounding and will not be debunked easily.
Amazingly the UFO looks almost identical to the description of the JAL 1986 UFO, one of the most credible UFO incidents ever.
The story has been reported in hundreds of Chinese news outlets including Xinhua, the official government paper which has confirmed that the images have been taken in for analysis by the authorities.
Now the story is travelling through Asia like wildfire. News sources in other Asian nations are picking up the story and the event is being discussed on every UFO forum based on that continent ( Asia Today article).
Yet other than All News Web no Western media source has as much as made mention of the incident and even the so called 'UFO community' has chosen to completely ignore the event. Why?
It appears that any suggestion that aliens dare take an interest in the Chinese is an affront to American ufologists. Ufology is a nationalistic affair, and the issue is not about aliens revealing their presence: that is not good enough. They have to reveal themselves only to Americans.
I myself have received email after email from 'UFO researchers' debunking this story and outright rejecting it on the basis of criteria that no American event would ever be subject to. Most of these emails were nothing less than pure ignorance and red-necked paranoia.

I was accused of making the whole event up despite Xinhua carrying the story: 'I bet they got it from you'. On American UFO forums where the story did get to, people were warned: 'Don't open those damned Chinese sources: they will give your computer a virus'.
It doesn't seem fair. The Chinese faithfully report all the big American UFO stories. Perhaps they shouldn't. These so called 'UFO researchers' in the west should ask themselves the question: If they can't set aside petty nationalist rivalries and outright racism how are they going to deal with aliens?
Are any extraterrestrials watching all of this? It appears they are right in keeping their presence hidden. We are not ready one bit.

Yesterday I was watching the remake of the film "The Day the Earrth Stood Stiil" anyhow I thought hit.

Its presumed that if aliens did make formal contact with the human race it will be with the USA, because the USA is the richest and most power country on this planet. However that there have been numerous sightings near the pyraminds, stonehenge, etc., and the claims that these were built by aliens (who had some form of contact with the people of those lands).

Wouldn't if be great if on 2012 ET turns but want's nothing to do with the US and are only interested in making contact with a countries in Western Europe and central Americas?

Steven is trying to put his point across and she
is trying to shout out over him.
This is an ego trip for her.
That is sad because what Steven is saying is
worth listening to.

The UFO Casebook received the following information, along with two photographs from a reader.

Time: 9:00 pm - 9:30 pm on I-20 in Dallas. Weather was clear. There were numerous witnesses but no names as people were calling into the radio station I was listening to as well as others after I switched stations. My name is James Garza.

I was actually listening to the radio in Irving, TX, when the DJ said that a lot of people where calling in and saying that there was a truck on I-20 with a UFO on the bed of the truck.

It was being followed by what looked like miltary and police.This was kind of like what they do when a big name politician comes into town where they close the highway down for them. I remember they did that for Donald Rumsfeld when he was here about 2 1/2 years ago.

I then switched to another radio station since the one I was listening to went to commerical, and after awhile of listening they said they were getting calls in about the same thing. I don't know if it was for a movie or what, but if it was wouldn't they have closed the highway down before hand?

There were still civilians on the road at the time. I would have sent this sooner, but I don't have Internet at home and have to do it at work.

In a later e-mail, the reporter also told me that several of the callers said that they could see smoke or steam coming from the UFO on the flatbed truck.

After reading the information above, we began to search for more details of this alleged incident. This is what we found.

We were able to determine that at least one radio station, 97.9 The Beat - Call Letters KBFB, did in fact go live with caller input about the incident above. Here is a report made by another person on a forum.

This one has been getting some press. It's allegedly pictures of a UFO on the back of an 18-wheeler going down I-20. A man called the local radio station 97.9 the Beat, claiming that he took the pics and there were several government cars following the flatbed which was carrying the massive UFO.

Police escorts were forcing people to exit and shutting down ramps getting onto the highway. It actually looks real, but of course the pics are blurry as hell and hard to see.

It's easy to declare as fake at first glance, but it starts getting fishy when you take into account that the radio station has been told not to replay the audio, and their email system has allegedly gone automatic. Government intervention? Who knows these days.

The pics first appeared on Twitter and have been generating quite a stir. Is it so crazy to think the government is transporting a UFO down a highway on a flatbed.

Many people have even stated that they believe this could be a prop. Okay... maybe. BUT... props are typically moved in stages, and are not guarded by unmarked black Tahoes and Hummers accompanied by Dallas Police Department.

Current Status

At this point in time, we are lacking in corroborative info. It does appear to be quite unlikely that the Dallas Police Department would escort a government parade of an uncovered UFO down Interstate 1-20. However, stranger things have happened.

I have not been able to confirm from the radio station that they have been asked to not report on the callers of August 7. Of course, if this was true, they probably could not respond about the situation.

If any of you who live in the Dallas, Ft. Worth area, heard the call-ins, saw the incident mentioned above, or know someone who did, please tell us what you know, by sending us an email.

The above story reeks of gov. disinfo.
They know damn well the ufo community would
be on to it like a flash and they have orchestrated
the whole thing.
It is my belief that disclosure will come before
2012 and all for the wrong reasons.
Just look at the press that ET has had so far,
if the subject isn`t ridiculed to the hilt,it`s the
cinema and tv showing evil invading aliens.
I bet you can count friendly ET films on one hand.
The rest are sponsered by the secret gov to aid
their Evil Alien Invasion Card that is going to be
played soon. The secret gov is playing us against
us. We have got to be so careful not to be on
their side to help them.
Take the latest crop circles that are obviously
by our visitors, friendly visitors. How many
unsavoury ETs have you heard about ?
I bet he one`s you have turn out to be hybrids
from "here" or interdimensional entities.
I can see disclosure announced about something
on Mars or the moon then some small incident
happens to a small community that "proves"
ET is here to invade or is harmful. Once that
is accepted by the sheep on this planet, that
gives the go ahead for mainly the U.S. to step
in to save us all with their advanced weapons.
All of us are saved and we all thank Uncle Sam
for saving us from evil.
We have to stop polarising the ET species once
we have found out their true nature.
All I can see so far is friendly visitors.
